Director of Operations’ Bio
Bill Molter joined S4 Inc. in 2012. As Director of Operations and NORAD and USNORTHCOM Technical Advisory and Assistants Services (TA2S) Program Manager (PM) he is responsible for the oversight and growth of S4 business within the Colorado Springs and Front Range regions.
Prior to joining S4, Mr. Molter was with TechPro Services where he was the Operations and Business Development Manager for the Colorado Springs Office. In this position he managed several Department of Labor contracts in the Washington DC area and a large Engineering/ Cabling Project with the US Army at Schofield Barracks Hawaii. Prior to TechPro, Mr. Molter was the Vice President for Operations and Business Development Manager at Integrity Consulting (INTECON). Mr. Molter was the Deputy PM where he managed the NORAD and USNORTHCOM Advisory and Assistance Services (N2A2S) contract and was responsible for all operations to include management of all task orders, contract marketing and budgeting. He was also the PM for the GSA Veterans Technology Services (VETS) Government Wide Acquisition Contract (GWAC). Mr. Molter also worked for SPARTA as a Senior Analyst and Program Manager supporting the Ballistic Missile Defense System’s (BMDS) exercise missions for development and fielding of integrated BMDS. As the U.S. Northern Command Program Manager, he was responsible for all operations to include marketing, budgeting and management of all contracts dealing with Homeland Defense, Homeland Security and Civil Support operations. Served as a U.S. Northern Command Homeland Security Operational Planner as part of the USNORTHCOM Initial Cadre standing up this new command and is a “Plank Holder”. Prior to SPARTA, Mr. Molter managed the Colorado Springs Office for Premier Technology Group (PTG). As the manager his duties included business development and contract capture. Directed operations of all Logistics opportunities within the Colorado area to include interface with U. S. Space Command, Air Force Space Command and Army Space Command. Based on his contingency wartime planning experience and prior operations center experience, Mr. Molter was selected to augment U. S. Army’s 21st Theater Support Command in Germany during Iraqi Freedom.
Mr. Molter’s career with the Air Force included positions as the Deputy Group Commander for Logistics at the 21st Space Wing, Peterson AFB; Operation Officer, Chief of Plans, Assist Chief of Staff and Testing Division Chief at the 53rd Wing, Eglin AFB, FL; Contingency Wartime Planner and Financial Planner for Air Base Operability at HQ Pacific Air Forces (PACAF), Hickam AFB, HI; Minuteman ICBM Assist Operation Officer, Sr. Flight Commander, Malmstrom AFB, MT; Minuteman ICBM Logistics and Combat Targeting Officer, Whiteman AFB, MO.
He has extensive experience in program management, strategic planning and execution, logistics management, training and exercise development, policy development and implementation and wargaming,
Mr. Davis holds a M.S. in Industrial Safety Management from Central Missouri State University and a B.S. in Education from Bowling Green State University.
